  14. <p>   Suddenly, environmental problems have become something that
  15. Africa must face up to, not only in their local applications,
  16. such as deforestation, desertification, soil erosion, and water
  17. shortages, but also in their global dimensions. Many African
  18. leaders are angered that developing countries may become
  19. subject to standards that could be burdensome on what is already
  20. a difficult path to development.
  21. </p>
  22. <p>   In the short term, development is an absolute priority.
  23. Nothing is more urgent than eradicating hunger, malnutrition,
  24. and the lack of health care and education. But in the long
  25. term, if drastic remedial and preventative measures are not
  26. taken by all countries to protect an already badly battered
  27. environment, the survival of the human race will be at stake a
  28. few generations from now.
  29. </p>
  30. <p>   The earth's environment affects Africa as much as any other
  31. part of the world. The most urgent task is fighting global
  32. warming, which threatens the world's economic and social
  33. system. This phenomenon will lead to changes in climate and
  34. rainfall patterns, altering the geography of agriculture. It
  35. will also lead to a rise in the sea level and could swallow up
  36. whole areas of the Maldives and major deltas such as that of the
  37. Nile.
  38. </p>
  39. <p>   This is a challenge to all mankind and requires a vast
  40. international effort. Developing countries will have to
  41. shoulder their share of the burden. Their influence on the world
  42. climate is rapidly increasing, because of their demographic and
  43. industrial growth in these countries, development will swell
  44. energy demand, and virtually the only source will be fossil
  45. fuels.
  46. </p>
  47. <p>   It is  important that new, "clean" technologies being
  48. developed in the industrialized world be made available free of
  49. charge to the developing countries and that they be helped to
  50. put them to use. The urgency of international cooperation in the
  51. environment is something that Africa cannot afford to ignore.
